Nick Becker serves as the Chief Operations Officer for Mobile Accord. Becker is a mobile software development pioneer combining innate technical aptitude with exceptional business acumen to drive innovation and generate growth. Excited by new technologies with a record of translating market needs into dynamic and profitable new products. Becker leads the technology, operations, and research divisions of Mobile Accord. Becker was the co-founder and chief technologist of 9 Squared Inc. and now leads our specialized teams in the development of edgy mobile technology. Becker has a BS from the University of Colorado at Boulder in Finance and Information Systems.
Timur Nusratty serves as General Counsel at Mobile Accord, where he oversees all corporate legal functions, ranging from negotiations, document drafting and review, contract enforcement, compliance, licensing, and tax. In addition to his legal duties, Timur also supports the day-to-day business development, sales, and finance operations of the company. Before being made General Counsel Timur served as Senior Vice President of Business Development and Operator Relations at Mobile Accord, where he was responsible for the company’s aggressive market expansion and coverage, redundancy, user database, and Mobile Network Operator (MNO) relationship. Before joining Mobile Accord, Timur was Director of Public Policy & Senior Legal Counsel for Roshan, Afghanistan’s largest MNO. While at Roshan he covered a wide range of commercial and public-related legal and business issues, from project finance transactions to regulatory liaising and negotiations. He also focused on the development and management of relationships with the US Government, the provision of legal support for government and military segment bids and contracts, as well as supporting M-Paisa, Roshan’s mobile money transfer solution. Before joining Roshan, Timur worked as a legal advisor for the Ministry of Communications and Information Technology of the Islamic Republic of Afghanistan. There, he advised the minister and the telecommunications regulator on the drafting of the telecommunications law and other related regulations. Timur holds a law degree from Columbia University School of Law in New York City, and is a member of the New York, California, and Washington, DC Bars. He holds a BA in Environmental Science and a BA in Italian Studies from the University of California at Berkeley, where he graduated Summa Cum Laude. Timur speaks five languages. He was also a Term Member of the Council on Foreign Relations from 2010-2015 and an Eagle Scout.
Director for Business Development, Social and Public Sectors
Scott oversees GeoPoll’s international business development team serving the social and public sectors. He oversees all proposals with GeoPoll’s international development partners, including bilateral and multilateral aid organizations such as USAID and the World Food Programme, non-government organizations, universities, and foundations. In this role, Scott works to develop GeoPoll’s capacity to help its partners and clients expand and improve their evidence base through GeoPoll’s cost-effective and real-time mobile-based data collection tool.
Prior to joining GeoPoll, Scott has experience in program management, development, design, and outreach, with expertise in international democracy, governance, and civil society programming. An active development professional in democracy and governance programs, he served as the director for civil society and governance at World Learning, senior director of programs and strategic operations at the International Foundation for Election Systems (IFES) and an internal cooperation specialist with the U.S. Agency for International Development (USAID). Scott holds a Master of Business Administration from George Mason University and a Bachelor of Arts in political science from Miami University (Ohio).
Vice President of Operations, Mobile Accord, Inc
Nicolette Lok is a seasoned program management expert with over 9 years of experience, 7 of them in the telecommunications sector. She has successfully delivered large scale, complex technology programs and projects in over 30 countries across Africa, the Middle East, and Asia, with expertise in governance, especially with regards to partner management.
As the Vice President of Operations of Mobile Accord, Ms. Lok is responsible for managing Mobile Network Operator (MNO) integrations and leads the Technology Operations, Survey Operations, and Quality Assurance teams.
Ms. Lok holds a MBA from the Alliance Manchester Business School and a BA in European Studies from the University of Amsterdam.

Patricia is Mobile Accord's Commercial Director. She manages and coordinates the business development team. She has spent nearly a decade working in multi-national Companies where she has obtained prowess in business development, retail audits, media measurement, brand tracking and custom research using different methodologies.
Patricia has developed an exceptional background in people and project management and a professional style based on excellent inter-personal communication and an ability to make the best use of her personal network which has enabled her to consistently maintain a track record of achieving set targets.
Patricia holds a Masters in Business Administration and a Bachelor of Science in IT from Jomo Kenyatta University.
Senior Data Scientist, Mobile Accord, Inc
A researcher and data scientist with more than seven years of experience in international development and information and communications technology. Experienced in conducting monitoring and evaluation assignments about and through mobile phones, particularly via SMS. Initiatives included segmenting mobile money users and non-users in Tanzania for the Gates Foundation, understanding factors that drive popularity of Middle Eastern online news videos for an international broadcaster, evaluating UNICEF’s education programs in Myanmar, and assessing crime data analysis by police in Honduras.
Currently leads research and development of the GeoPoll mobile SMS surveying platform, oversees the methodological design and implementation of survey initiatives conducted via the mobile phone in the developing world, and leads monitoring and data analysis processes. Introduced and grew data visualization and mapping team to six people over four years at USAID’s Office of Transition Initiative which served as model for development of the USAID GeoCenter.
